Ronald Reagan was the 40th U.S president and was elected for two terms. He saw the USSR as the ‘evil empire’ and wouldn’t negotiate with
them for the first years of his presidency. He was much more hardline then the former détente presidents. he supported anti-communist movements worldwide and spent his first term forgoing the strategy of détente by ordering a massive military buildup in an arms race with the USSR. He increased military spending dramatically as part of the renewed arms race, the arms race was a big factor in bankrupting the USSR and was
succesfull in doing so. On March 3, 1983, he predicted that communism would collapse, stating, "Communism is another sad, bizarre chapter in human history whose last pages even now are being written."[
In foreign policy, Reagan sought to achieve "peace through strength." During his two terms he increased defense spending 35 percent, but sought to improve relations with the Soviet Union. In dramatic meetings with Soviet leader Mikhail Gorbachev, he negotiated a treaty that would eliminate
intermediate-range nuclear missiles. Overall, the Reagan years saw a restoration of prosperity, and the goal of peace through strength seemed to be within grasp.
